Every municipality in Harju County — from Tallinn to Kuusalu — has a public order and maintenance regulation that places the upkeep of a property on its owner. Unmown grass, spreading brushwood and a neglected plot are not merely an aesthetic matter: they violate the regulation, the municipality can issue a formal notice, and tall dry grass is a genuine fire hazard.
What do the regulations typically require?
Exact wording varies between municipalities, but the core is the same: the plot must be kept tidy, grass mown, and brushwood prevented from spreading. In densely populated areas the requirements are stricter — lawns are expected to be mown regularly throughout the growing season. In rural areas it is often enough that the grassland does not grow into scrub over the years. Many regulations also cover the strip bordering the property: the owner must maintain the area between their plot and the road.
When does tall grass become brushwood?
This is where waiting gets expensive. A plot left unmown for a couple of years is no longer a lawn but tall herbage where the first willow and alder shoots appear. By the third or fourth year it is genuine brushwood that a regular mower cannot handle — it needs brush cutting, which costs several times more than regular mowing. Rule of thumb: keeping grassland open takes one or two mows a year, while pushing back established scrub takes heavy equipment and several seasons.
How to manage a large plot sensibly
Not everything needs the same care. Keep a proper lawn around the house, mown regularly. Distant areas can be left as meadow, cut with a trimmer or brush cutter once or twice a season — typically around Midsummer and in late August. This keeps the plot compliant, fire-safe and scrub-free without a large maintenance bill.
When the plot is already overgrown
Restoring an overgrown property happens in stages: first brush cutting and hauling away the material, then controlling stumps and root shoots, and finally regular mowing that stops the scrub from returning. We do this work across all of Harju County — including large plots neglected for years. Ask for a quote and keep your property in good standing with both the regulation and the neighbours.
